Especially on singleplayer, beaver dams spawns are Buggy. You have to take everything out of the dam and destroy it or it will never respawn. Don't kill the beavers in the area, sometimes it takes a long time for them to respawn. Like hours. If you're to close to the area where they spawn, they will never spawn. Have to be a decent distance away.
