Ergos: this is mostly preference, but I would give edge to the Scrambler. The ergos are a little more forgiving and therefore more versatile. It likely would be more comfortable overall and also on longer rides or 2-up. The monster is more aggressive for sure, but that might be what you want. Looks: both are fantastic.
I imagine doing so on a Ducati would’ve been 3-4 times more expensive. Now, having bought a brand new 821, after 2 years - not a scratch on it. If money is no object go for it - modern electronics are a game changer - but you’re likely to drop it, so don’t take loan.

The Scrambler 800 is a great first bike. Just ride within your limits, e.g. you probably don’t need 5th or 6th gear right away. It’s not as easy and friendly to ride as say a 400-500cc bike, but it is still easy, friendly, more substantial, respectable, and fun. The monster is quite comfortable with it’s wide seat and ball busting tank. But the V2 is not bad either, but a bit more sporty. The V2 feels a bit more agile and slim.

Not meant for city traffic. The 1199 has better electronics but it's too torquey. Also the first production 1199 has some gremlins. But, consider the fact that you don't weigh a whole lot and, even though the 696 is relatively light at ~355lbs dry, that's 50lbs more than the most common starter bike (Ninja 250r at 300lbs).
