There are two ways that manifesti.30 can be triggered. When the manifesti faction is first created, manifesti.30 is set to trigger 940 days later. The other way to trigger it is by destroying the faction (pretty much impossible to do, as that means 0 pops must be following that faction). The other requirements for it to be triggered are :
